District Insights wins Rep. Pat Ryan’s 2023 Congressional App Challenge in New York’s 18th District

Rep. Ryan has named Stephen Viray, a 12th grader at Don Bosco Prep, as the winner of the 2023 Congressional App Challenge in New York’s 18th District.

When asked what inspired the creation of District Insights, the student said, “ When creating my app, I had three intended audiences in mind: voters looking for information about their district, citizens thinking about moving to a different area of the country, and policymakers who influence the socioeconomic states of their congressional district. These distinct user groups represent the diverse range of individuals who can benefit immensely from the wealth of data and insights my app provides.

For voters, District Insights serves as a powerful tool for informed decision-making during elections. By offering in-depth statistics on their congressional district’s representatives, labor dynamics, economic conditions, housing trends, societal attributes, and educational landscapes, voters can make educated choices at the ballot box. Armed with knowledge about their representative’s age, party affiliation, educational background, and prior experience, they can cast their vote confidently, knowing they are selecting a candidate who aligns with their values and priorities. Moreover, the labor and economic data can shed light on local job opportunities and economic stability, allowing voters to advocate for policies that improve their community’s wellbeing.

Citizens contemplating a move to a different area of the country can also harness the power of District Insights. By using the app to explore potential new congressional districts, they can assess factors like labor opportunities, economic prosperity, housing affordability, and societal characteristics. This data-driven approach to relocation empowers individuals to make well-informed decisions that align with their lifestyle and career aspirations. For instance, a family looking for a district with excellent schools and a low poverty rate can easily identify the ideal location using the app’s educational and economic statistics.

Policymakers, too, can utilize District Insights as a vital resource in their efforts to enact meaningful change within their congressional districts. By leveraging the app’s comprehensive data, they can pinpoint areas in need of targeted interventions. For example, if the app reveals a high unemployment rate or a substantial percentage of families living in poverty, policymakers can develop policies and initiatives to address these specific issues, ultimately working towards a more prosperous and equitable community.  District Insights also offers policymakers valuable insights into internet access and educational attainment within their districts. With lower rates of internet access hindering educational and economic opportunities for many, policymakers can pinpoint areas with these challenges and prioritize initiatives to bridge the digital divide. This data-driven approach empowers policymakers to create evidence-based policies that address specific needs within their community.”

This year’s Challenge saw an unprecedented level of participation, with 374 Members of the House of Representatives hosting competitions, surpassing the previous record of 340. A remarkable 11,334 students from across the United States competed in this year’s Challenge, marking an impressive increase of nearly 1,000 participants compared to the previous record set in 2019. The enthusiasm and creativity these students display is a testament to the growing interest in technology and signal a bright future for American innovation. The surge of ingenuity continued with a whopping 3,645 original applications flooding in, nearly a thousand more than the previous year’s high. This remarkable growth showcases the exceptional talent and innovation within our nation’s youth.


The Congressional App Challenge is an official initiative of the U.S. House of Representatives, where Members of Congress host contests in their districts for middle school and high school students, encouraging them to learn to code and inspiring them to pursue careers in computer science. This resounding show of bipartisan support emphasizes the critical importance of STEM education in today’s rapidly evolving world. Each participating Member of Congress selects a winning app from their district, and each winning team is invited to showcase their winning app to Congress during our annual #HouseOfCode festival. The program is a public-private partnership made possible through funding from Omidyar Network, AWS, Rise, theCoderSchool, Apple, and others.

The 2024 Congressional App Challenge will launch in May of 2024, and eligible students can pre-register for the competition now.
