Relink wins Rep. Sam Liccardo’s 2025 Congressional App Challenge in California’s 16th District

Rep. Sam Liccardo has named Shreyas Chatterjee, Shrehan Chatterjee, and Saumit Korada of Monta Vista High School as the winners of the 2025 Congressional App Challenge in California’s 16th District. Their app Relink makes applying to jobs more feasible for formerly incarcerated individuals by using an AI Agent that externally searches for jobs as well as having access to exclusive job listings from our network of second-chance employers.

When asked what inspired the creation of Relink, the students said, “Our team has had past experience volunteering in available reentry programs, which played a major role in sparking our interest in the field. Oftentimes, we would meet and have the chance to speak to previously incarcerated individuals, exposing us to the humanity-side of the criminal justice system, which often isn’t covered in media and news outlets, which typically portray the issue in an overly negative light. Yet, a recurring theme we noticed among these people were their unideal conditions, living in communities with fewer resources or families unable to absorb large financial burdens, creating unfavorable circumstances which contribute to higher crime rates. Initially, we thought a quick fix could be an in-depth document or list of resources for employment, safety, and counseling. 

 

“However, we soon realized those solutions wouldn’t be enough; they would still depend on the level of local resources and guidance, and many places across the nation lack that. To address this, over the past seven months, our team has been working on Relink, an app that provides location-based resources and guidance that can be applied no matter where someone lives. Through Relink, we were inspired to give a true second chance to past offenders because we noticed that, unlike most areas of life, they are often viewed in a permanent negative light. Usually, people value change, forgiveness, and the ability to improve in school, jobs, and relationships, but not when it comes to people with past offenses. Relink aims to provide that second chance by improving safety, helping formerly incarcerated people seek employment, and offering positive, practical guidance.”

The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.

The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.

The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.

The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
