‘Iwa App: Automated Machine Learning Model & Marine Debris Identification Mobile App wins Rep. Jill Tokuda’s 2025 Congressional App Challenge in Hawaii’s Second District.
Rep. Jill Tokuda has named Michael Kai Hochart of Le Jardin Academy as the winner of the 2025 Congressional App Challenge in Hawaii’s Second District. Their app ‘Iwa App: Automated Machine Learning Model & Marine Debris Identification Mobile App pairs mapping technology with drone imagery to help solve the problem of marine debris at the Papahānaumokuākea Marine National Monument, a UNESCO World Heritage Site.
When asked what inspired the creation of ‘Iwa App: Automated Machine Learning Model & Marine Debris Identification Mobile App, Michael Kai Hochart said, “My personal interest is keeping our oceans clean to help reduce the threat of marine debris on marine life, human health, and the livelihoods of our coastal communities. Growing up in Hawaii, my passion is spending time in the ocean, sailing, canoe paddling, kayaking, surfing, and wing-foiling. I also race competitively in single-handed sailing, kayaking, and outrigger canoe paddling at national and international levels. My time on the water has strengthened my commitment to ocean stewardship and my personal interest has grown to supporting efforts that help keep our oceans safe and healthy for future generations.
‘Marine debris is one of the most widespread pollution problems facing our oceans. Our oceans are filled with huge amounts of plastic waste, abandoned fishing gear, and trash. An estimated 1 million seabirds and more than 100,000 marine mammals die from plastic ingestion or entanglement every year. Abandoned derelict fishing nets are known as, the silent killers of the sea, wreaking havoc on underwater habitats and destroying ecosystems that sustain the ocean environment. By assisting with the removal efforts of these abandoned fishing nets, ‘Iwa App provides a solution to reducing the threat of marine debris on the marine life, ecosystems, and overall health of our oceans.”
The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.
The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.
The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.
The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
