IslaGo wins Rep. Kimberlyn King-Hinds’ 2025 Congressional App Challenge in MP’s At-Large District

Rep. Kimberlyn King-Hinds has named Fiona Zhu, Boying Lin, ZongYao Huang, and Brianna Mae Paraiso of Mariana’s High School as the winners of the 2025 Congressional App Challenge in MP’s At-Large District. Their app IslaGo is a mobile app designed to improve navigation, accessibility, and mobility for everyone in Saipan.

When asked what inspired the creation of IslaGo, the students said, “Many new visitors or residents of Saipan are not aware of our only public transportation service website. This problem makes us feel discouraged because of the lack of knowledge of bus arrival times. Furthermore, hearing about the difficulties expressed by users who are reliant on the system compelled us to solve it. For many, a single trip can make all the difference, such as helping students get to school, employees reach their workplaces, and families stay connected. It also supports our island’s economy by making it easier for residents and visitors to explore and access local businesses, encouraging more tourists. This is extremely important because our economy is reliant on tourism, which has been alarmingly declining. 

“Saipan’s transportation system already provides an important service, connecting our community and promoting sustainability. However, we noticed that passengers often face challenges due to the lack of real-time updates, such as the bus’s live location and accurate arrival times, which frequently leads to confusion and missed rides. Recognizing this problem, we were inspired to create IslaGo, a public transportation app designed to make commuting in Saipan more efficient and user-friendly. Our goal is to provide accurate, real-time navigation for everyone, especially tourists and new users, by showing live bus locations, updated schedules, and route information. By improving accessibility, reliability, and communication, IslaGo helps strengthen community connections while promoting inclusivity for all.”

The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.

The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.

The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.

The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
