OncoGAT wins Rep. Morgan Luttrell’s 2025 Congressional App Challenge in Texas’s Eighth District
Rep. Morgan Luttrell has named Srikar Karri of Bridgeland High School as the winner of the 2025 Congressional App Challenge in Texas’s Eighth District. Their app OncoGAT is a precision medicine web application that revolutionizes breast cancer treatment not only for the 2,300+ women diagnosed annually in Harris County, Texas, but also for 2.3 million patients worldwide.
When asked what inspired the creation of OncoGAT, Srikar Karri said, “My inspiration came from witnessing the devastating impact of cancer in Harris County, where over 2,295 women are diagnosed with breast cancer annually—the highest number in Texas. What truly drove me to action was learning that, despite cancer being genetically unique to each patient, 40% receive treatments that ultimately fail because medicine still relies on one-size-fits-all approaches. This statistic wasn’t just a number to me—it represented thousands of women in my community who deserved better.
“As I delved deeper into precision oncology research, I discovered that oncologists have access to six rich molecular data types (mutations, mRNA expression, copy number alterations, methylation patterns, gene panels, and clinical data) comprising over 27,000 features, yet lack effective computational tools to integrate this information for personalized treatment decisions. I realized that the convergence of my machine learning expertise and this critical healthcare gap presented an opportunity to make a real difference.
“The moment I understood that graph attention networks could create patient similarity graphs—connecting patients with similar cancer molecular patterns to identify optimal treatments—I knew I had found the technical approach that could revolutionize precision medicine. I wanted to ensure that from day one of diagnosis, every patient in Harris County and beyond would have access to the most advanced, personalized treatment plan based on their unique cancer biology, not outdated statistical averages. OncoGAT represents my commitment to using AI and technology to win the fight against cancer in my community.”
The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.
The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.
The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.
The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
