CiviLink wins Rep. Monica De La Cruz’s 2025 Congressional App Challenge in Texas’s 15th District
Rep. Monica De La Cruz has named Vrinda Patel and Aryan Nair of Lamar Academy IB as the winners of the 2025 Congressional App Challenge in Texas’s 15th District. Their app CiviLink is a civic engagement platform created to strengthen the connection between communities and local governments.
When asked what inspired the creation of CiviLink, the students said, “The inspiration behind CiviLink came from seeing how often people care about their communities but struggle to create real change. In many areas, especially in places like the Rio Grande Valley, residents have meaningful ideas to improve their surroundings but do not always have access to the right platforms or people who can help. Whether it is proposing safer streets, improving public spaces, or organizing local projects, these ideas often stay unheard.
“We realized that while technology connects people in many ways, it rarely connects them directly to their local government or decision-makers. This gap inspired us to create a tool that brings communication, collaboration, and civic action together in one place. We wanted to make a platform that is easy to use, transparent, and accessible for everyone.
“CiviLink was built around the belief that when people are given the tools to speak up, communities become stronger. We were inspired by the idea that technology should help people work together toward shared goals. Instead of frustration and confusion, we wanted to create clarity and opportunity.
“Ultimately, our inspiration came from a simple vision: every voice deserves to be heard, and every idea deserves a chance to grow into something that improves the world around it. CiviLink was created to make that possible, one idea and one community at a time.”
The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.
The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.
The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.
The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
