Forkprint wins Rep. Chrissy Houlahan’s 2025 Congressional App Challenge in Pennsylvania’s Sixth District

Rep. Chrissy Houlahan has named Delancey Zhao of Conestoga High School as the winner of the 2025 Congressional App Challenge in Pennsylvania’s Sixth District. Their app Forkprint is a recipe-swapping application that seeks to make climate action more accessible through the power of everyday cooking by identifying carbon-heavy ingredients in recipes and suggesting lower-emission alternatives that maintain their original flavor.

When asked what inspired the creation of PantryLink, the students said, “As students, we hear about climate change all the time. We’re told to recycle, bike, or carpool to destinations, and turn off the lights upon leaving a room to conserve electricity — but people rarely mention dinner. As someone who loves food and cooking, I never truly thought about how what I ate might affect the planet in any meaningful way. In my eyes, power plants and sprawling urban areas were the only real culprits of our planet’s ever-rising temperature.

“That changed when I came upon an article on farms and agricultural practices that revealed something new to me: the reason agriculture accounted for such a large portion of Earth’s emissions was the cattle. Not the factories, not the shipping, not the packaging. It was the cows’ digestive systems that were responsible for churning out the methane building up in our atmosphere. The problem suddenly felt closer to home, and there was a clear course of action for me to take: eat less beef. It made me wonder what other choices in my kitchen were quietly adding up without me noticing.

“It was this realization that inspired me to create Forkprint – an app that helps people take climate action through simple, thoughtful ingredient swaps in their daily cooking. Through Forkprint, I want to share my awareness with other people that the impact of their everyday meals is much greater than they may realize. Even small changes in the kitchen can make a meaningful difference for our planet.”

The 2025 Congressional App Challenge marked another record-setting year for the program. A total of 394 Members of the U.S. House of Representatives hosted App Challenges in their congressional districts, the highest level of participation in the program’s history. More than 13,800 students from across the country participated, submitting over 4,600 original apps focused on real-world challenges ranging from health and accessibility to education, sustainability, and civic engagement.

The Congressional App Challenge is an official initiative of the U.S. House of Representatives that encourages middle school and high school students to learn to code, explore computer science, and build practical technology solutions for their communities. Each participating Member of Congress selects a winning app from their district, and winning teams are invited to showcase their projects to Members of Congress, staff, and industry leaders at the annual #HouseOfCode celebration on Capitol Hill.

The Challenge is proudly bipartisan and reflects a shared commitment to expanding access to STEM education and preparing the next generation of American innovators for the future workforce. The program is a public-private partnership made possible through funding from the Broadcom Foundation, AWS, Infosys Foundation USA, theCoderSchool, Apple, and others.

The 2026 Congressional App Challenge will launch in May, and eligible students can pre-register for the competition now.
